First Step
Supported Living Services (FSSLS) generally uses the paid roommate model to
provide the level of supervision each consumer requires. The paid roommate
shares the consumer's home and the living expenses. The paid roommate is
generally on the rental agreement along with the consumer. The paid roommate
and consumer share their home. The paid roommate provides care and supervision
to the consumer based on the consumers needs and a mutually agreed upon
schedule with the consumer and FSSLS. The paid roommate is responsible for making
sure all of the consumer's needs are met as outlined in the consumer's IPP. The
paid roommate is considered the main support staff for the consumer.
In addition to the paid roommate, each consumer has a set amount of hours with
a respite provider based on the consumer's need. This respite provider also
follows the IPP in determining the level of care and supervision the consumer
requires. The respite provider allows the roommate to have some free time. The respite provider will often
provide companionship for consumers and assist then in accessing the
community. The respite provider is generally not a live-in position.

Finally, for those consumers who are eligible, an In-Home Support Services (IHSS)
worker provides direct care and supervision for a specific number of hours per
month. The IHSS program determines the number of hours per month a consumer
receives. IHSS hours are usually assigned for basic physical care,
housekeeping, cooking, shopping, laundry, and in some cases protective
supervision. The IHSS worker is selected by the consumer and FSSLS staff but
is paid directly by the IHSS program. IHSS hours are determined on an annual
basis.
Each consumer has a monthly schedule determining which staff is responsible
for the consumer's care and supervision hour-by-hour. This schedule can change
based on a consumer's need or request.
